Central Asia Selects Consultant to Lead Regional One Health Action Plan Under Pandemic Prevention Initiative

The One Health for Pandemic Prevention, Food Systems Resilience, and Ecosystem Health in Central Asia Project (P181459) has awarded a 12-month consulting contract, completing a significant step towards enhancing health security and ecosystem resilience in the region. The contract, which was formally awarded on October 21, 2025, will assist in the creation of a Regional One Health Action Plan, a strategic framework intended to lower the risk of pandemics and strengthen the resilience of the food system throughout the region.Overview of the Project and ContractThe contract is funded by Trust Fund TF-C7896 and was obtained through Individual Consultant Selection (INDV) under reference EH-2025-C-006. The chosen Turkmenistani expert will act as the coordinator for the creation of one or more regional One Health action plans. The agreement has a signed value of $30,000 USD for a full year.In order to effectively prepare for a pandemic in Central Asia, this role is crucial to coordinating multisectoral cooperation across the human health, animal health, food systems, and environmental sectors.Assessment and Rival CandidatesThe Turkmenistan-based consultant obtained Rank 1 with a final evaluation price of USD 30,000 after a competitive assessment. Among the other candidates assessed were: Tajikistan's Marifat Sulaymonova: $1 USD Grigor versus Grigoryan (Armenia): $1.00 USD Roman Yorick: $1 USD (Kazakhstan) The chosen consultant showed the best alignment with the technical, regional coordination, and One Health expertise needed for this project, even though their nominal evaluation prices reflect a scoring approach rather than actual proposed fees.Importance to the AreaIn accordance with international guidelines suggested by WHO, FAO, WOAH, and UNEP, the One Health Action Plan will direct regional efforts to prevent pandemics, strengthen food safety and resilience, and promote ecosystem health. The plan is anticipated to close capacity gaps, bolster surveillance systems, and enhance cross-border cooperation by coordinating activities across Central Asian nations.The region is increasingly at risk from zoonotic diseases, ecosystem changes brought on by climate change, and food system vulnerabilities, making this consultancy strategically significant.
