Description:
The OSCE Centre in Ashgabat within PMD project 5200501 "assisting Turkmenistan in implementing the OSCE commitments related to confidence and security building measures (CSBMS) and non-proliferation 2025" aims to enhance the knowledge and skills of national and international stakeholders in the field of cyber diplomacy. The required training should support participants in understanding the international legal framework, negotiation techniques, and multilateral co-operation mechanisms in cyberspace.This two-day training should present a basic training programme on cyber diplomacy tailored for foreign affairs officials of Turkmenistan and representatives from other relevant Turkmen government institutions.The training event shall be designed to strengthen participants' understanding of how cybersecurity and digital technologies are reshaping the international diplomatic landscape. As cyber threats increasingly affect global security, economic stability, and geopolitical dynamics, it is essential for diplomats and policy professionals to engage effectively in international cyber-related discussions.Throughout the course, participants should explore key concepts of cyber diplomacy, examine international norms and multilateral processes, and discuss approaches for integrating cyber diplomacy into the national cyber ecosystem.
